Alexander Leonidovich Khokhlov was born on June 23, 1965. In 1988, he graduated with honors from the Faculty of Medicine of the Yaroslavl State Medical Institute (YaSMU). In 1990, he defended his candidate's dissertation, in 1998 - doctoral dissertation. Since 1998 - professor, since 1999 - head of the Department of Clinical Pharmacology. He worked as deputy dean (2005) and dean of the faculty of medicine (2006-2011), assistant to the rector for innovation activities (2011-2012) of the Yaroslavl State Medical Institute. Since 2020 - head of the Department of Clinical Pharmacology and Ethics of Medicines Use UNESCO YSMU (since 09/01/2022 it was transformed into the Department of Pharmacology and Clinical Pharmacology). Since 2021 — Vice-Rector for Development, since 2023 — Rector of YSMU. Since 2013 — Deputy Chairman, since 2020 — Chairman of the Ethics Council under the Ministry of Health of the Russian Federation, since 2024 — Chairman of the Russian Bioethics Committee under the Commission of the Russian Federation for UNESCO. In 2016, he was elected a Corresponding Member of the Russian Academy of Sciences, in 2022 — Academician of the Russian Academy of Sciences.
Author of about 600 scientific papers, 22 monographs, 33 textbooks and teaching aids, 13 patents and registration certificates.

Prepared 31 candidates and 10 doctors of science.
Member of the editorial board of 15 Russian and international journals, editor-in-chief of the journals "Medical Ethics" and "Patient-Oriented Medicine and Pharmacy".
He was an invited speaker at international congresses. Deputy Chairman of the Interdepartmental Council of the Russian Academy of Sciences on Scientific Justification and Support of Drug Policy.
He is a member of the working group on regulatory framework in the field of genetic technologies, including genome editing, and bioethics under the Presidium of the Council for the Implementation of the Federal Scientific and Technical Program for the Development of Genetic Technologies for 2019-2030. RAS expert. In November 2023, he presented the position of the Russian scientific community on bioethics at the 42nd session of the UNESCO General Conference in Paris.
Alexander Leonidovich participates in the presentation of reports on the issues of conducting ethical expertise at the Center for Educational Programs of the Federal State Budgetary Institution Scientific Center for Expertise of Medical Sciences of the Ministry of Health of the Russian Federation, in educational activities on bioethics.
Khokhlov A. L. - general practitioner of the highest qualification category, clinical pharmacologist of the highest qualification category. He took part in the formation of the legislative base for the clinical pharmacology service in the Russian Federation. As the Chairman of the Ethics Council under the Ministry of Health of the Russian Federation, he participates in the ethical examination of materials from clinical trials of drugs. A. L. Khokhlov's scientific interests are related to the main areas of clinical pharmacology and pharmacology: pharmacoepidemiology, pharmacoeconomics, pharmacokinetics, pharmacodynamics and pharmacogenetics, preclinical and clinical trials of new drugs, as well as bioethics, the use of digital technologies in assessing the practice of drug use. Alexander Leonidovich Khokhlov carries out extensive public work as co-chairman of the Council for Medical and Biological Sciences of the All-Russian Organization "Russian Professorial Assembly", deputy chairman of the "Association of Clinical Pharmacologists of Russia". In 2009, Alexander Leonidovich was awarded the "Excellent Healthcare Worker" badge, was repeatedly awarded with university gratitude, was awarded the Certificate of Honor of the Yaroslavl Regional Duma (2023), was awarded a letter of thanks from the Federation Council (2019), and gratitude from the Ministry of Science and Higher Education of the Russian Federation (2021).
In 2022, he was awarded the Certificate of Honor of the President of the Russian Federation.
In 2023, he was awarded the medal of the Department of Church Charity and Social Service of the Russian Orthodox Church for works of mercy.
In 2024, he was awarded the Certificate of Honor of the Russian Academy of Sciences and the Silver Medal of the Yaroslavl Diocese.
